LogoCharles Mount is a project archaeologist and Environmental Impact Assessment EIA consultant with more than 25 years experience. He is a Board Member and Newsletter Editor of the Institute of Archaeologists of Ireland and licensed by the National Monuments Service. He is a graduate of University College Dublin with an M.A. and Ph.D. in Archaeology, and a professional diploma in EIA and SEA management. He also holds an M.B.A. in Management from the Open University where he wrote a Masters thesis on public service reform. He has worked in a variety of heritage and management roles.

 

Dr. Mount has competences and capabilities in the areas of archaeology, cultural heritage and Environmental Impact Assessment EIA. He has extensive experience of the planning process and the preparation of Cultural Heritage Sections of Environmental Impact Assessments (EIA). He is capable of assessing impacts on archaeology at all stages of land use planning and development from site selection, through environmental impact assessment and planning condition compliance. He has managed teams of archaeologists and other specialists on excavation, survey and research projects. He has commissioned remote sensing surveys, directed excavations, carried out archaeological monitoring, prepared detailed archaeological reports and has brought excavations reports to publication.

Since 2009 Dr. Mount has been Project Archaeologist with Bord na Mona. Bord na Mona harvests peat from 80,000 ha of land at locations throughout Ireland for energy production and horticulture. His role is to assist with the preparation of tenders and contracts for fixed price archaeological work on Bord na Mona lands, oversee the annual excavation programme and advise Bord na Mona on archaeology. This is the largest archaeological project currently ongoing in Ireland.

Since 2003 he has held the position of Project Archaeologist with the Irish Concrete Federation with the responsibility of implementing the Archaeological Code of Practice agreed with the Minister for the Environment, Heritage and Local Government. This involves checking proposed development sites for archaeology, preparing archaeological impact assessments, environmental impact assessments, archaeological monitoring, preparation of archaeological excavation briefs for fixed price contracts, competitive tendering and the management of archaeological licenses, excavations, geophysical surveys and reporting, etc. The position also involves a regular liaison with the Department of the Environment and meetings with An Bord Pleanala and Local Authorities.

From 1997-2003 Dr. Mount was the Archaeological officer of the Heritage Council where he was responsible for long term strategy development as well as the preparation of annual budgeted plans, and administration and project management. He managed a portfolio of commissioned and grant-aided projects carried out both internally and externally.

From 1991-97 Dr. Mount worked as archaeologist with the Archaeological Survey of Ireland where he participated in the Archaeological Survey of County Sligo.

From 1989-1991 Dr. Mount worked as research assistant to the Professor of Celtic Archaeology in Universality College Dublin.

From 1987-9 Dr. Mount carried out postgraduate work in University College Dublin on the Early Bronze Age.
